Your cpu and gpu is not so good and the result you get complies with what i said. I run offline games (total war Warhammer 2, Spore, xcom 2) with NO stutter. I run gw2 and archeage on mid-high graphics with ~70 fps just fine. High low on off vsync or no vsync.I have AMD Ryzen 5 12 core CPU and Nvidia GTX 1050Ti with 16gb ddr3 ram. Stutter happens regardless of graphics level. What i see in that video is nothing related to ur ping but low single core cpu and gpu pperformance.
